OUR VISION

Secondary education outcomes are recognised as a societal minimum standard.

Every adolescent, regardless of geography, gender, or economic status, should be able to access inclusive, future-ready education that delivers life-changing outcomes.

OUR MISSION

A global systems orchestrator for secondary education.

SOSE drives research, dialogue, action, and funding to transform secondary education in low- and middle-income countries.

Global Participation From Leading Organisations

Co-led by organisations with deep roots on the ground.

SOSE is co-convened by four organisations working across secondary education, with a fifth co-convenor from Latin America currently being onboarded — each bringing regional expertise and on-the-ground delivery experience to a shared agenda.

What We Stand For

Our values

Equity & Inclusion

Centering those most excluded from secondary education — girls, rural youth, and children with disabilities.

Evidence & Learning

Grounding every decision in data, research, and honest reflection on what works.

Commitment to Long-Term Change

Systems change takes years, not news cycles — we're built for the long term.

Integrity & Transparency

Open about what we know, what we don't, and how decisions get made.

WHY SOSE EXISTS

Governance Architecture: Four Layers, One Shared Purpose

Interim Coordination - For the first 2 years, Transform Schools will coordinate all the processes, post which an independent Secretariat will be established. The proposed membership processes for the various groups also may be revised as the governance structure evolves.
